Main contents: Appendix One of the Circular list the key types of foreign investment encouraged in Shanghai classified in such categories as: new materials; electronic and communications equipment manufacturing; automobile manufacturing; vessel manufacturing; instrument and equipment manufacturing; financial services; logistics; distribution; real property; tourism; and infrastructure and public utilities. Appendix Two of the Circular specifies the industries that different districts of Shanghai will be focusing on. For example, Lujiazui Finance and Trade Zone will focus on the financial and commercial sector, while export processing zones and logistics parks will focus on their specific functions.
