Main contents: The Opinion lists the types of major construction projects included for audit. These include projects funded, or whose financing is organized by, the Guangzhou city people's government, major construction projects in Guangzhou invested in by the State or the province, construction projects whose audit is appointed by the State or provincial office of special audit agents for major projects, and other construction projects whose audit is authorized by the Guangzhou city people's government (Item Three). Item Four states that audit of major construction projects basically aims to carry out procedural audit and supervision of the construction and management of such projects. Audit matters include: audit of the examination and approval procedure for the fundamental construction of the project; audit of the quality, progress and budget control of the project; as well as assessment of the investment conditions and a post assessment of the benefits of the project.
