Main contents: Property owners of the same property management district should form an owners' general meeting to engage or dismiss the property management enterprise, to elect an owners' committee as an operating organ for the owners' general meeting and to formulate rules governing the use, public order, environmental hygiene and maintenance of common areas and facilities (Article 11). Article 24 states that the State encourages the use of bidding to engage a qualified property management enterprise according to the principle of separation of real property development and property management (Article 24). Article 27 stipulates that property owners enjoy the ownership and use rights of the property common area and facilities and the construction work unit cannot dispose of them without authority. The consent of the relevant property owners, owners' general meeting and the property management enterprise should be obtained for the use of common areas and facilities for profit purposes. The proceeds derived therefrom by the property owner should be used mainly for the maintenance funds or otherwise decided by the owners' general meeting (Article 55).
