Applicability: The planning, construction and the relevant development and administration activities within the area of the development zone of both banks of the Huangpu River (Article 2).
Main contents: The actual development area and any adjustments thereto will be announced after approval the municipal government (Article 4). Detailed planning of the core district and coordinating district in the area should be prepared by collection of proposals or invitation for bids from work units with urban planning qualifications (Article 6). The nature of the use of land and buildings within the area of planning control shall not be changed. Development and construction projects along the riversides shall also comply with the planning (Article 9). The Measures also set out provisions of land inspection and rating and the preliminary stage of development (Articles 10 and 11). Compensation and resettlement arrangements will be provided to the work units and individuals whose buildings need to be demolished (Article 12). Granting of leaseholds may be carried out by ways of tendering or auction (Article 16). Construction projects previously approved, whether they have started or not may continue only if they conform with the new planning, otherwise, they should be re-adjusted, or discontinued and compensated for loss (Article 18).
