Main contents: "Incubators for science and technology enterprises" refers to the provision of systematic training and consultation, as well as policy, management, legal, financial, loan and marketing supports to small- and medium-sized science and technology start-up enterprises by providing them with shared facilities such as sites, communications and network for research and development so as to lower their risks and costs and increase their chances of survival and success (Article 2). It focuses on supporting the construction of incubators in the areas of electronic information, biological technology, innovative materials, etc. (Article 3). The recognition standards include: the applicant is an independent legal person providing start-up services for science and technology enterprises that has operated for more than one year with sound internal and financial management systems; over 70% of its management personnel have undergraduate or postgraduate education; the incubator has a total investment of at least Rmb6 million and a site area of over 6000 square metres with at least two-thirds of the area used for incubators; each incubator should have over 50 enterprises; and the incubating period should in principle be no more than three years (Article 3). Preferential treatments include: a one-time grant of each incubator is 20% of its total investment with a maximum of Rmb3 million; its public service facilities may be depreciated faster to facilitate replacement and renovation; and it enjoys the preferential treatments in deployment, residency and overseas travel (Part Five). The recognition procedures, examination methods and the use and management of the incubator's special item construction fund are also provided in the Provisions.
