The Shanghai Municipal Commission for Foreign Economic Relations and Trade issued a detailed set of implementing rules which govern the establishment of regional headquarters by foreign multinationals in various forms.

The following implementing rules have been formulated in order to better implement the Shanghai Municipality, Encouraging the Establishment of Regional Headquarters by Foreign Multinational Corporations Tentative Provisions.
