Applicability: The Measures apply to qualification certification and penal selection of bid evaluation experts, as well as the establishment, use and administration of bid evaluation expert panels (Article 2).

Main contents: Bid evaluation expert panels may be established by people's government departments at or above the provincial level or by bid invitation agencies (Article 3). Government departments and bid invitation agencies should strengthen the management of their panels and the evaluation experts, but under no circumstances should they control, interfere in or influence the bid evaluation activities of bid evaluation experts (Article 4). When the bidding project is government-invested, the bid evaluation expert must be selected from the panel established by the relevant government department (Article 5). Article 7 lists the qualifications for panel expert selection. For instance, a panel expert must have a senior title and eight years' experience in a corresponding field. He must also be familiar with laws and regulations related to invitation and submission of bids. A bid evaluation expert panel must list at least 500 experts that meet the provisions of Article 7 (Article 8). Government departments or agencies that establish expert panels shall conduct an annual assessment of every expert included in the panel (Article 12). Bidding shall be deemed invalid if a bid evaluation expert is not selected from an appropriate expert panel (Article 17).
