Regulations on the setting up and management of Sino-foreign cooperative schools in the PRC.

Applicability: The Regulations apply to the establishment of educational institutions in China whose recruiting targets are mainly Chinese citizens by foreign and Chinese educational institutions (Article 2).

Main contents: The Regulations encourage Sino-foreign cooperation in running schools at the tertiary or vocational level (Article 3). Foreign religious organizations, schools or teachers are prohibited from running cooperative schools (Article 7). Part Two lays out procedures and rules for the establishment of these types of cooperative educational institutions. Contributions to these institutions may be money capital, material goods, leaseholds, intellectual property rights, and other types of property (Article 10). Part Three requires that cooperative schools have a management board or board of directors in which at least half of the members should be from the Chinese party (Article 21). In addition, the principal or primary administrator of a cooperative educational institution must be a PRC citizen (Article 25). The Regulations also contain parts on education and teaching, assets and finance, and changes and termination of operations of cooperative educational institutions (Parts Four to Six).
