Interpreting authority: State Economic and Trade Commission
Applicability: These Measures apply to the setting up and implementation of any administrative examination and approval process with regard to applications from natural or legal persons or other organizations to the State Economic and Trade Commission for its approval of specific economic and trade activities or its recognition of certain qualifications (Article 2).
Main contents: The general Measures for submission, acceptance, review and approval of applications under such an administrative examination and approval process are provided in the Measures (Part Three and Part Four). Article 22 states that under certain circumstances an applicant or interested party has the right to request a hearing for an administrative examination. For instance, exploitation of limited natural resources that concerns the major interests of the applicant or an interested party and an invitation for bids or auction is not carried out.
