Main contents: Under the Provisions, entry and residential conveniences shall be provided to foreigners falling into any of the following categories: (1) senior advisors invited or appointed by ministry level government authorities and high technology and high level managerial personnel performing State, provincial or ministerial level key project agreements or talent exchange projects; (2) persons who have significant or outstanding contributions to Chinese society or who perform inter-government assistance gratis agreements; (3) academic or research leaders employed by State or provincial scientific research institutions or key universities; (4) senior managerial personnel and key technical personnel of deputy general manager ranking in enterprises or institutions; (5) managerial and technical personnel of foreign enterprises that invested over US$1 million in the western or central regions of China or US$3 million in other regions of China; and (6) Chinese of foreign nationalities who are major international science award winners or who have outstanding or important status (Section One). Entry conveniences include multiple entry visas and residence permits valid for two to five years (Section 2).
