Ministry of Communications, Further Widening the Scope of Foreign Investment in the Road Transportation Sector Circular

Main contents: Item One of the Circular states that foreign, Hong Kong, Macao and Taiwan investors can participate in road cargo transportation, road cargo moving, loading and unloading, road cargo warehousing and other supporting services and vehicle maintenance services relating to road transportation. Participation must be through a joint venture, with the foreign partner's investment share up to 75%. Section Two provides for possible relaxation of the 75% limit when foreign investment is targeted toward such areas as container transport, refrigerated transport, express transport, vehicle leasing, construction and operation of logistics centres, as well as investment in transportation enterprises in the western regions. Section Three states that foreign-invested enterprises already established in China may, through reinvestment, participate in joint venture road transportation enterprises in the western regions, with the minimum foreign participation being 25%.
