Main contents: A domain name will not be registered if it contains any content that is against the State, social or public interest (Section One). The registration of certain words as domain names shall be restricted. Such restrictions may be based on technical concerns (such as second level domain names established under the country (regional) code top level domain names of other countries (regions), group top level domain names and common surnames) or public interest concerns (such as names and abbreviations of countries, international organizations and State organizations) (Section Two). Owners of certain names of special public influence (such as well-known trademark names, cultural heritage names, university names and mass media names) will have priority registration from January 6 2003 to February 28 2003 (Section Three). Registered owners of third level domain names under .CN will also have priority to upgrade their domain names to second level within the same period (Section Four). Beginning from March 17 2003, registration of second level domain names shall be handled on the principle of first-apply-first-register basis (Section Five).
