Applicability: Places of business for the provision of internet access services (Places for Internet Access Services) are internet bars, computer lounges and other places of business that provide internet access to the public through devices such as computers (Article 2).
Main contents: The cultural administration department of a people's government above the county level assesses applications to establish Places of Internet Access Services and oversees their operation (Article 4). The entity establishing a Place of Internet Access Services must have the organizational structure of an enterprise. It must possess adequate funds and premises that comply with State fire-safety provisions (Article 8).
Operators of Places of Internet Access Services shall institute surveillance measures and report to the relevant authorities if a user employs the internet for purposes listed in Articles 14, 15 and 18 (gambling, for example) (Article 19). Minors may not enter a Place of Internet Access Services (Article 21). Hours of operation must be between 0800 hrs and 2400 hrs (Article 22). Operators shall store records for no less than 60 days of each user's identity-card data and internet usage (Article 23).
