The new copryright law implementing regulations are intended to bring China's copyright regime closer to full compliance with the TRIPs Agreement of the World Trade Organization

(Promulgated by the State Council on August 2 2002 and effective as of September 15 2002.)

(国务院于二零零二年八月二日发布，自二零零二年九月十五日起施行。)

Article 1: These Regulations are formulated in accordance with the PRC Copyright Law (the Copyright Law).

第一条根据《中华人民共和国著作权法》（以下简称著作权法），制定本条例。

Article 2: For the purposes of the Copyright Law, the term "works" means unique intellectual achievements in the fields of literature, art and science that can be reproduced in a tangible form.

第二条著作权法所称作品，是指文学、艺朮和科学领域内具有独创性并能以某种有形形式复制的智力成果。
