Applicability: For the purposes of Measures, on-site inspection on housing construction projects means that the crucial parts and crucial processes in a housing construction work are monitored throughout the construction period to assure construction quality (Article 2).

Main contents: The company performing inspection work shall compile inspection plans for the respective construction project, defining the scope, content and Measures of the inspection work and the functions and responsibilities of the inspectors. A copy of the inspection plan should be sent to the company in charge of the project and companies performing the construction work as well as the local administrative department in charge of construction or its authorized organization (Article 3). 24 hours before implementation of the crucial process, the construction work unit shall notify the inspection company so that it can send inspectors to attend (Article 4).
The functions and responsibilities of the inspectors include: assuring that quality inspection personnel are present; overseeing crucial steps and processes and the implementation of required standards; inspecting the quality control documents for construction materials and equipment that enter the construction site; and maintaining inspection records and an inspection log book (Article 5).
The inspection personnel should promptly discover and handle any quality problems that appear. Unless an inspector signs the inspection records, construction work may not proceed to the next step (Article 7). If the construction company has failed to comply with mandatory quality standards, the inspector has the authority to order immediate correction. When construction practices endanger construction quality, the inspector can inform the chief supervisory engineer to issue a temporary partial work stoppage order (Article 8).
