Applicability: These Rules apply to the opening, enquiry and amendment of registered information, reporting of loss and replacement of the account card and consolidation of accounts under the administration of the China Securities Depository and Clearing Corporation Limited (CSDCC) (Article 1.8). Where rules, provisions, guidelines and circulars of Shanghai Stock Exchange, Shanghai Central Securities Registration and Settlement Company, Shenzhen Stock Exchange and Shenzhen Securities Registration and Settlement Company conflict with the Rules, the Rules shall prevail (Article 8.3).

Main contents: With 67 articles in eight parts, the Rules consolidate and unify the rules of separate stock exchanges on administration of securities accounts. The Rules cover securities accounts for A shares, B shares and securities funds. Part 1 and Part 2 set out the scope of authority of CSDCC on the central administration of securities accounts and the requirements in relation to qualifications, establishment procedures and obligations of account agencies. Procedures for opening, enquiry and amendment of registered information, reporting of loss and replacement of the account card and consolidation of accounts are provided in Parts Three, Four, Five and Six, respectively. Part Seven specifies the penalties for non-compliance by account agencies.
