Main contents: The Rules lay out in detail the procedures for initiating and adjudicating domain name disputes. The Rules set forth procedures for providing documents to the domain name dispute resolution institution and service of documents to the parties to the dispute (Part Two). The Rules state that the domain name dispute resolution institution is responsible for taking effective measures to ensure that the respondent actually receives the complaint (Article 5). The Rules also lay out the requisite content of the complaint and the response both of which may be in written or electronic form (Parts Three and Four). On the date that the respondent receives the complaint the dispute resolution procedure officially begins (Article 15). The respondent has 20 days from that date to submit his response document (Article 17).
In addition, the Rules cover the appointment of the panel of experts that will be responsible for adjudicating the dispute, and the procedures for the actual adjudication and award (Parts Five to Seven). The panel shall be comprised of either one or three persons (Article 21). Finally the Rules deal with the question of costs, which under most circumstances are assumed by the complainant (Part Eight).
