Applicability: The Provisions apply to the invitation for bids for project legal persons for the following projects: infrastructure projects offering concession conditions; construction projects for the venues and related auxiliary facilities for the 2008 Olympic Games; and other projects determined by the Beijing Municipal People's Government (Article 2).

Main contents: The Provisions set out the preliminary work that the municipal development and planning commission must undertake and the information it must include in its bid invitation proposal, as well as the documentation that the commission must provide to bidders and must request from the bidders (Part Two). Part Three lays out the procedures for invitation for bids. The period for a public invitation for bids may not be shorter than 20 days (Article 13). Private invitation for bids should be sent to at least three entities with capability to undertake the project and good creditworthiness (Article 14). Part Four deals with the procedures for submitting bids, allowing legal persons or other organizations to submit bids on their own or as a consortium with another such organization (Article 17). Bidders must submit documentation as required by each project (Article 19). Finally, the Provisions have information on the opening of bids, evaluation and awarding of bids (Part Five).
