Main contents: The Regulations deal with the breeding, production and business operations of crop seeds in Beijing. The crop seeds referred to in the Regulations are those used for planting and reproducing crops (Article 2). Part Two of the Regulations lay out provisions for the breeding of varieties and the protection of variety rights. The Regulations state that crop seed enterprises may breed varieties independently or with the help of a research institution or school (Article 13). Rights to new varieties of crops will be protected by law (Article 16). The Regulations state that the establishment of seed production bases is encouraged, and seed enterprises may entrust production to village collective economic organizations or peasants as long as there exists a written contract governing the relationship (Articles 19 and 20). All seed operations must have the requisite permit approved by the appropriate authorities in charge of agriculture (Part Four). The Regulations also lay out the circumstances under which seeds may not be sold, including selling of low quality seeds or seeds that have not obtained the requisite approval, among others (Article 27). Finally, the Regulations institute measures for quality inspection and supervision of the production and operations of crop seeds (Part Five).
