Applicability: All non-local construction enterprises that participate in construction activities in Shenzhen shall register in accordance with the Measures (Article 4). For purposes of the Measures, a "non-local construction enterprise" is an enterprise that possesses a Construction Enterprise Qualification Certificate, but does not have an enterprise legal person business licence issued by the Shenzhen municipality (Article 2)

Main contents: Non-local construction enterprises can apply for single-project registration or annual registration (Article 5).
Those applying for single-project registration must meet certain conditions (Article 5). For example, they must possess a Construction Enterprise Qualification Certificate issued by the Ministry of Construction; they must possess a qualification level that meets the requirements of the construction project; and the head construction work unit must approve of its participation in the project or the tendering thereof (Article 6).
If a non-local construction enterprise meets certain conditions, it can apply for an annual registration certificate (Article 10). It must have a fixed office location in the city (Item 1), handle at least five projects annually in the city, and have an annual output of at least Rmb50 million if it is a first-level primary contractor or at least Rmb3 million if it is a specialized contractor.
