Main contents: The Provisions aim to relax registration policies, streamline registration procedures and improve registration services. Foreign-invested enterprises (FIEs) are permitted to lease counters and set up branches in large shopping malls. Production FIEs may be established in office buildings prior to the completion of their production plants. If a production FIE leases an adjacent plant building as a new operation site, it will not be required to register a new branch. FIE offices and branches are no longer required to renew their business term each year and their business term will be only subject to annual review. Notarization is not required of documents appointing legal representatives by foreign parties. Legal representatives are not required to certify their signatures in person at the industry and commerce administration. Communication with FIEs shall be improved through regular meetings. Special registration services will be provided to major foreign investment projects. A Chinese-English bilingual guide on FIE registration process will be made.
