Article 1: Purpose and Basis

第一条（目的和依据）

These Provisions have been formulated in accordance with relevant laws and regulations and in the light of the actual circumstances of Shanghai Municipality in order to further open up to the outside world, encourage foreign multinational corporations to establish regional headquarters in Shanghai and promote economic development.

为了进一步扩大对外开放，鼓励外国跨国公司在本市设立地区总部，促进经济发展，根据有关法律、法规，结合本市的实际情况，制定本规定。

Article 2: Definitions

第二条（含义）

本规定所称的外国跨国公司地区总部，是指外国跨国公司在本市设立的以投资或者授权形式，对在一个国家以上的区域内的企业行使管理和服务职能的唯一总机构。
