Applicability: The Customs Supervised Zone of Shanghai Jingqiao Export Processing Zone (the EPZ) is a special economic area approved by the State Council, located at the southern part of Shanghai Jingqiao Export Processing Zone, and where Customs imposes closed-end management on dedicated export processing businesses (Article 2).

Main contents: According to the Measures, a management committee shall be set up for the EPZ (Article 3). The committee has the authority to (1) approve foreign investment projects that are in the encouraged category, (2) approve foreign investment projects that are in the permitted category and involve a total investment of below US$30 million, (3) approve the import of equipment by foreign investment enterprises for their own use, (4) recognize foreign-funded export-oriented enterprises and (5) approve the import and export and processing trade matters concerning the enterprises in the EPZ (Articles 6 and 7). The committee is also authorized to approve construction projects in the EPZ, approve the preliminary designs, construction permits and environmental protection measures of these projects and carry out invitation for bids and quality and safety supervision for these projects (Articles 10 to 12). Customs shall adopt express customs clearance measures in the EPZ (Article 9).
