Applicability: "Invitation and submission of bids for topics" refers to the process by which the bid inviting party selects a winning bidder from participating bidders who have submitted bids for the topic according to the criteria and requirements announced prior to the bidding (Article 2).

Main contents: If a research topic of a State scientific research plan is clear in terms of objective, scope, completion deadline and evaluation standard, it shall be subject to invitation and submission of bids (Article 3). Exemption is granted to topics that involve national security and State secrets, or that have no more than two potential bidders (Article 4). Bids may be invited publicly or privately (Article 8). The bid inviting party may conduct bid invitation by itself or through a qualified agency not affiliated with it and any other State organs (Articles 10 and 11). Bidders may bid by forming a consortium (Article 22). In special circumstances, two winning bidders may be selected but they should take different technical approaches to the work of the topic (Article 34). If no bids meet the requirements set out in the bid invitation documents, the bid inviting party shall conduct another round of bid invitation if bid invitation is required of the topic (Article 35).
