Transmission and distribution of programmes via the cable TV network must not be interfered without authorisation.

Applicability: The Measures apply to the administration of the programmes, technology, operation and protection of the transmission and coverage network of cable broadcast television (Networks) (Article 2).
Transmission and coverage networks of cable broadcast television are defined as transmission networks and distribution networks of cable broadcast television (Article 2).

Main contents: The Measures stipulate that an operating work unit of Networks must guarantee the completeness of the programmes transmitted or relayed. No programme or advertisement may be inserted in the middle of the transmitted or relayed programme without authorization (Article 8). Networks can only transmit or relay programmes broadcast by broadcast television organizations approved by the State Administration of Radio, Film and Television (SARFT). Networks must also use designated channels to transmit or relay the complete programmes required to be relayed by SARFT (Article 9). The construction or alteration of Networks must comply with State or industrial standards and must use equipment recognized by SARFT for network access (Article 12). The Measures also require the operating work unit of Networks to have regular inspection and maintenance of its Networks (Article 20).
