Applicability: "Real property construction projects" means commercial, tourist, entertainment, financial, service and commodity premises projects that obtain leaseholds through bidding or auction.

Main contents: According to the Proposal, the reform will transform the current examination-and-approval-oriented system into one that focuses on supervision and service as well as examination and approval (Section One). For matters for which the project owner can be held fully responsible, the requirement for examination and approval will be eliminated. Where examination and approval is led by one administrative department, such should be changed to a grouping and coordination of opinions by the leading department or examination and approval by the leading department after a group examination by all relevant departments (Section Two). The reform will streamline the administrative procedures in eight major respects of real property construction projects: (1) bid invitation or auction for leaseholds; (2) examination and approval of planning proposals; (3) examination and approval of feasibility study reports; (4) examination and approval of preliminary design proposals; (5) examination and approval of working drawings and design documents; (6) issue of construction project planning permits; (7) issue of construction permits; and (8) completion acceptance checks (Section Three).
