Main contents: Enterprises that produce, process or store export food in the PRC must obtain hygiene registration certificates or hygiene record certificates (Article 2). Export food without such certificates shall not be accepted for inspection by the inspection and quarantine authorities at points of exit and entry (Article 3). Certification and Accreditation Administration (CNCA) shall publish and revise a "Catalogue of Products Subject to Export Food Hygiene Registration or Record". Export food production enterprises whose products are listed in the catalogue shall be subject to hygiene registration; and those enterprises whose products are not listed therein shall be subject to hygiene record (Article 4). An export food production enterprise wishing to apply for hygiene registration shall set up a hygiene quality system in accordance with the "Hygiene Requirements for Export Food Production Enterprises". An export food production enterprise wishing to apply for hygiene record shall set up a hygiene quality system in accordance with the characteristics of its products and with reference to the "Hygiene Requirements for Export Food Production Enterprises" (Article 5). Applications shall be made to a centrally administered inspection and quarantine bureau that has jurisdiction over the place where the applicant is located (Article 7). The Provisions also set out the procedures for the examination of applications for hygiene registration and the issue of hygiene registration certificates (Part Three).
