Main contents: Basic telecommunications construction shall be incorporated in the general construction plans of various levels of people's governments and the general construction plans of towns and villages of the municipality (Article 5). The municipal department in charge of telecommunications and the telecommunications business operator shall be notified of any plan or construction of roads, bridges, tunnels or subways so that coordination can be made in respect of related telecommunications lines (Article 6). Enterprise telecommunications construction plans and projects shall be filed with the municipal department in charge of telecommunications (Article 7). Licensed telecommunications operators operating in Chongqing shall file with the municipal department in charge of telecommunications for the record (Article 13). Telecommunications operators shall not corner the market, set up barriers to other market participants or otherwise act in a way that restricts competition (Article 17).
