Main contents: The Provisions promise preferential treatment to investments in Beijing by investors of other parts of the PRC, particularly investments that are consistent with State industrial policies, Beijing's industrial development plan and Beijing's status as the nation's capital (Article 1). Large enterprise groups and high level research and development institutions are particularly welcome (Article 2). Non-local enterprises will be treated as local enterprises in respect of accreditation and certification of enterprise or product qualifications, examination and approval of scope of business and participation in bidding for local projects (Article 6). Beijing's preferential policies regarding high and new technology projects, public infrastructure projects and State-owned enterprise restructuring projects shall be applicable to non-local investors in such projects (Articles 8, 9 and 10). Real property purchase by non-local investors shall be treated preferentially (Article 23). The Provisions also set out other supports to local investments by non-local investors, including supports in respect of work and residence permits, professional certificates and vehicle passes (Articles 17, 18 and 21).
