On April 11 2002, the State Council approved the implementation of a State Development and Planning Commission plan that drastically alters the Chinese power sector. The Plan for the Reform of the Electric Power System (the Plan) eliminates the virtual monopoly that the State Power Corporation has held since its establishment in 1997. Created to take over the operation of the regional power generation and transmission assets formerly held by the Ministry of Power Industry, the State Power Corporation was intended to serve an interim role overseeing both power generation and distribution assets, including regional networks, and subsidiaries.

The Plan is a significant step toward achieving the main goals of reform of the Chinese power industry that were first announced in December 1998. The goals include:
