Applicability: Domestically-produced films are defined as domestically-produced feature films (including children films), documentaries, scientific and educational films, fine art films and films on special subjects as well as all types of Sino-foreign cooperative films (excluding assisting or entrusting in film taking) (Item One).
Overseas crew personnel are defined as overseas (including Hong Kong, Macao and Taiwan) directors, editors, cinematographers and major actors (Item Two).
Main contents: The Provisions, in principle, prohibit the employing of overseas directors. The Provisions also stipulate that the employment of overseas crew personnel requires the approval of the State Council administrative department for radio, film and television. Domestically-produced films are not allowed to employ major overseas actors numbering more than one-third of the total number of major actors, while Sino-foreign cooperative films are not allowed to employ more than half of the total number of major actors (Items Three and Four).
