Interpreting authority: The Management Committee of the Chinese Tourism and Hotel Industry Association (Article 43)
Applicability: The Guidelines apply to hotels that are members of the Chinese Tourism and Hotel Industry Association (Article 41). The term hotel for the purposes of the Guidelines includes any profit-motivated guest house, hotel or resort (Article 2).
Main contents: The Guidelines contain 12 parts and 43 articles dealing with responsibility and liability as they occur in relation to a wide range of hotel services and activities, including reservation-taking and checking-in, pricing, protection of the personal and property safety of guests, safekeeping of valuables and ordinary belongings of guests, laundry services and parking lot surveillance.
Article 11 instructs that service rates, including room, dining, laundry and telephone rates, must be provided in the room rate list and in a separate itemized rate list.
Article 13 requires the hotel to guarantee the safety of recreational facilities, but clarifies that the hotel will not bear responsibility when guest injury stems from failure to follow hotel staff instructions on usage. Safety instructions should be posted in Chinese and foreign languages (Article 14). The hotel should install a safe in the lobby for storage of guest valuables (Article 17).
