Applicability: The Measures apply to all service industry outlets, including hotels, restaurants, bars, dancehalls, amusement parks, theatre complexes, hygiene and beauty services, exercise facilities, laundromats, petrol stations, car washes and car repair shops. Meal facilities at enterprises or institutions shall make reference to the Measures (Article 2)

Main contents: The location of a service industry outlet must conform to the municipal urban planning and environmental protection requirements (Article 4). It is prohibited to establish discotheques in shopping complexes (Article 5). Service industry outlets established prior to promulgation of the Measures that do not conform to regulations on fumes, odours or noise shall correct the problem within a time limit stipulated by the environmental protection department (Article 6). Buildings with service industry outlets that produce fumes or smoke must be outfitted with appropriate ventilation (Article 8).
Service industry outlets currently using coal as a fuel will have six months to convert to liquefied gas, pipeline gas or electricity (Article 9). Service industry outlets must remove oil from wastewater, and outlets in districts with water reservoirs or beside Class Two seasides must install water purification facilities (Article 10). Oil removed from wastewater must be handed over to a licensed handler (Article 11). Fines and punishments will be imposed for acts in contradiction to the Measures (Articles 15-19).
Those in disagreement with a punishment may seek administrative review or appeal directly to a people's court (Article 20). A service industry outlet acting in contradiction to the Measures shall compensate those suffering damages caused by the infringing act (Article 21).
