Interpreting authority: Certification and Accreditation Administration with authorization from the State General Administration for Quality Supervision and Inspection and Quarantine
Main contents: The Certification and Accreditation Administration is authorized by the State Council to be in charge of product certification and accreditation in the PRC (Article 3). A PRC Products Subject to Compulsory Product Certification Catalogue shall be published by the State General Administration for Quality Supervision and Inspection and Quarantine to provide uniformity in application of national standards, technical rules and implementation procedures, in labelling of certified products and in the fees charged for product certification (Articles 4 and 6). Products covered by the catalogue shall not be sold, imported or used in business activities unless certified and labelled by certification institutions designated by the Certification and Accreditation Administration (Articles 5 and 7). Manufacturers, sellers and importers of such products may apply to designated certification institutions for certification of the products (Article 13). Certificates shall be issued for certified products (Article 16). A certified product shall carry the label of "China Compulsory Certification", which is the evidence that the product is permitted to be sold, imported or used (Article 17). The decisions of designated certification institutions may be appealed to the Certification and Accreditation Administration (Article 22).
