Main contents: According to the Rules, the tendering of export commodity quotas shall be organized and conducted by MOFTEC's Committee for the Tendering of Export Quotas and tendering offices comprising representatives of relevant chambers of importers and exporters, the China Foreign Investment Enterprises Association and relevant industrial sectors (Articles 2 and 4). The functions of the committee and the offices are prescribed in the Procedures (Articles 3 and 5). Enterprises that have export business qualifications, are members in relevant chambers of importers and exporters (or, for foreign investment enterprises, in the China Foreign Investment Enterprises Association) and have certain amounts of import or export business may participate in open tender processes; enterprises whose annual export of the subject commodity in the last two or three years reaches a certain level may participate in processes of tendering by agreement (Article 6). Rules for evaluation of bids and determination of winners, winning bid prices, winning bid quantities are also set out in the Rules (Part Four).
