Licence applications for mobile services other than basic voice services.

Applicability: For the purposes of these Measures, "mobile network value-added telecommunications services" means mobile information services, positioning services and other value-added services provided from a service platform connected to a mobile network (Article 2).

Main contents: All providers of mobile network value-added telecommunications services must obtain licences from BTA (Article 3). For licensing purposes, such services are divided into connection business and service business; a connection business provider provides a service platform connected to a mobile network and a service business provider provides information services, positioning services and other value-added services on such a platform (Article 7). Applicants for such licences shall meet the specified conditions, including having registered capital of Rmb5 million (or Rmb1 million in the case of service business licences), qualified technical personnel and a record compliance with the law for the last three years (Article 8). A licence is valid for five years but subject to annual review (Article 10). Providers of mobile telecommunications services in Beijing area shall give licensed connection business providers equal access to their networks and licensed connection business providers shall give licensed service business providers equal access to their platforms (Article 17). Mobile network value-added telecommunications services may not involve basic voice services, limit the ability of its subscribers to choose other telecommunications services or telecommunications terminal equipment or restrict the entry of other mobile network value-added telecommunications service providers (Articles 18 and 26).
