Applicability: "international standards" refers to the standards formulated by ISO, IEC and ITU, and the standards formulated by other international organizations recognized and published by ISO (Article 3).
Main contents: According to the Measures, international standards may be adopted in China without changes in technical contents and structure of the actual text (except minor editing), namely on an identical basis, or without changes in technical contents but necessary changes in structure of the actual text, namely on a modified basis (Article 12). When an international standard is adopted, it shall be adopted on an identical basis to the extent possible (Article 6). Generally accepted basic standards shall be adopted in priority (Article 5). International standards shall be adopted in line with technology introduction, enterprise technology upgrading, development of new products and renovation of old products of the State (Article 9). In technology introduction and key project construction, preference shall be given to technology and equipment that has adopted international standards (Articles 18 and 19). To improve product quality and upgrade the level of technology, an enterprise may adopt an advanced foreign standard if there is no corresponding or appropriate international standard (Article 11).
