Effective: as of date of promulgation
Applicability: These Provisions apply to all civil engineering, building construction, wire and pipe installation and fitting-out works that are carried out in Tianjin municipality, whether a new project or the expansion, renovation or demolition of an existing project (Article 2).
Main contents: The Provisions impose separate responsibilities on project owners, designers, builders and supervisors for work safety (Part Two). On-site safety is generally the responsibility of the builder (Article 18). The builder shall purchase insurance for the workers working on site before commencement of work (Article 21). Within 10 days of commencement of work, the builder shall request the construction safety supervisory authority to conduct a safety inspection on site, and work shall stop if the inspection is not passed (Article 22). The construction safety supervisory authority may also conduct random inspections of the safety measures taken by the builder (Article 33). The Provisions also contain specific on-site safety requirements regarding fences, safety nets, safety signs and lights, access roads and erection equipment (Articles 12 and 26 to 32).
