Applicability: Leasing of State-owned land in Shandong Province shall comply with these Measures (Article 3).

Main contents: The Measures provide that State-owned leaseholds may be obtained by leasing in any commercial projects other than real property development projects (Article 5). Leasing of State-owned leaseholds may be conducted by agreement, invitation for bids or auction, but must be subject to the examination and approval of a competent people's government (Articles 8 and 10). Rent rates are determined and subject to periodic adjustment by municipal or county people's governments (Article 12). The lessee of State-owned land must use the land in accordance with the purpose specified in the land lease (Article 15).
