Effective: October 1 2001
Applicability: Granting of State-owned leaseholds by invitation for bids or auction shall comply with these Measures (Article 2). Leasing of State-owned land by invitation for bids or auction may be administered by reference to these Measures (Article 40).
Main contents: The Measures provide that the granting of State-owned leaseholds to commercial, tourism and entertainment projects shall be made by invitation for bids or auction (Article 5). Invitation for bids may be open or restricted, but the Measures of bid reviewing and bid opening are the same (Part Two). Auction must be announced in advance and conducted at the place and the time specified in the auction document (Articles 27 and 32). Invitation for bids and auction both culminate in the conclusion of contracts for the granting of State-owned leaseholds (Articles 25 and 35).
