Main contents: Highway construction project legal persons are classified into Grade A and Grade B legal persons. Grade A highway construction project legal persons can be project managers for highways of all grades and take charge of planning, financing and construction, whereas Grade B highway construction project legal persons can only be project managers for Grade Two or lower grade highways. Qualifications of highway construction legal persons include approved incorporation documents, availability of construction funds and qualified management and technical personnel. For a Grade A legal person, its project manager and chief technical officer must have advanced professional titles and have been in charge of at least one Grade One highway project or super-sized bridge project or two Grade Two highway projects; for a Grade B legal person, its project manager and chief technical officer must have intermediate or higher professional titles and have been in charge of at least one highway project.
