Applicability: For the purposes of the Measures, a major government-invested construction project is an infrastructure project or other construction project that uses various government funds or loans guaranteed by government (Article 2).

Main contents: According to the Measures, the municipal development and planning commission shall dispatch specially-designated inspectors to major government-invested construction projects to audit the construction and management of such projects (Article 3). The duties of special designated inspectors include auditing the compliance of the relevant projects with laws and regulations, the progress of the projects and the financial information of the projects (Article 8). The audit may, at the discretion of the specially-designated inspectors, take the form of on-going supervision or spot inspections, and may also involve the participation of public intermediary institutions or professionals (Article 9). An audit report shall be prepared and submitted to the municipal development and planning commission upon completion of an audit or occurrence of any event that the specially-designated inspector considers as requiring immediate reporting (Articles 13 and 15). Specially-designated inspectors and their assistants shall not remain assigned to the same project for a period over three years and shall not be assigned to any project where there may be a conflict of interests (Articles 18 and 19).
