Applicability: Preliminary examination of construction project land is defined as the examination, in accordance with the law, of the land to be used for construction projects at the feasibility-study stage by the administrative department in charge of land of the relevant people's government (Article 2).

Main contents: Land examination must aim to conserve agricultural land and bring about reasonable and efficient use of land (Article 3). The construction work unit will submit the following material to the land department: an application for examination; the official authorization for the project proposal; the feasibility study, including chapters and sections pertaining to site selection, the report on land amount and type, and the report on compensation for agricultural land (Article 6). The land department will assess the following items: whether the project accords with State land use policies and land administration regulations; and whether the project accords with State land supply policies (Article 8). The examination should be completed and final assessment given within 15 days of application submission; for larger projects, the period may be extended, but will not exceed 30 days (Article 9).
