Applicability: The Measures also apply to complaints filed by Beijing enterprises established by individuals and entities from the Hong Kong and Macao Special Administrative Regions as well as from Taiwan (Article 15).
Main contents: According to the Measures, the Beijing Municipal Complaint Centre for Foreign Investment Enterprises is responsible for accepting complaints filed from foreign investment enterprises (Article 3). Such complaints will not affect the application for administrative review or institution of legal proceedings by foreign investment enterprises (Article 6). After accepting a complaint, the Centre should refer it to the relevant department in a timley manner (Article 4).
