Beijing Municipality, Examination of the Working Drawings and Design Documents for Construction Projects Tentative Measures

Applicability: For the purposes of the Measures, "examination of working drawings and design documents for construction projects" means an independent examination of any working drawing and design document by an examination work unit appointed by the administrative department in charge of construction for the purpose of determining whether it complies with structural safety and compulsory standards and codes (Article 2).

Main contents: The Measures provide that a construction work unit shall submit working drawings for examination before it can obtain a permit to proceed (Article 3). The authority in charge of such examination is the Beijing Municipal Planning Commission, but the related routine work is handled by the Beijing Construction Surveying and Design Quality Control Central Station (Article 4). The construction work unit shall enter into an examination contract with the examination work unit, which shall specify the scope, time limit and cost of the examination (Article 5). The examination work unit must not have any economic interest in the work unit that completes the working drawings and design documents to be examined (Article 17). A working drawing that has passed the examination may not be modified (Article 12). Acceptance of the related building project shall be conducted on the basis of the approved working drawings (Article 15).
