Main contents: According to the Measures, Beijing Tianzhu Export Processing Zone is a pilot State-level export processing zone which is subject to special customs administration (Article 1). The management committee of the zone has the authority to approve any foreign investment project within the zone that has a total investment amount not exceeding US$30 million (inclusive) and is not a real property project or otherwise restricted by the State (Article 4). The management committee also has the authority to approve the import and export rights, processing trade contracts and technology contracts of the enterprises located in the zone (Article 5). However, matters concerning land use, capital construction Measures and environmental protection shall be handled by the corresponding authorities of Shunyi District of Beijing Municipality (Articles 8, 10 and 11). Corporate registration shall be handled by Beijing Administration for Industry and Commerce or, in the case of non-foreign-investment enterprises only, its Shunyi branch (Article 6).
