Applicability: The Measures regulate the production quality assurance examination Measures and evaluation methods, and apply to manufacturers applying for a network connection licence for the telecommunications equipment they produce (Article 2).

Main contents: Enterprises without ISO9000 certification will undergo an on-site examination organized by the communications administration of the province, autonomous region or municipality directly under the central government (Article 3). ISO9000-certified enterprises will undergo a selective examination organized by the Telecommunication Equipment Network Connection Centre, which will assign an examining body to perform the on-site examination (Article 4). The inspection team is composed of two to three individuals, at least one of whom is a qualified examiner registered with the central government (Article 6). Enterprises failing to reach quality assurance standards will have to undergo a second inspection after six months. Enterprises failing the second inspection may only reapply after one year (Article 9).
