Interpreting authority: State Economic and Trade Commission
Applicability: These Measures are applicable to the administration of industry cost limits and standards for hydropower, thermal power and power transmission projects (Article 2).

Main contents: The Measures state that the State Economic and Trade Commission has the administrative and regulatory authority for formulating, implementing and supervising cost limits in the construction of electric power projects (Article 6). The China Electricity Council is authorized by the State Economic and Trade Commission to be in charge of the daily administration of such cost limits and the formulation of various supplemental cost standards (Article 8). The responsibilities of the China Electricity Council include formulating rules for the implementation of the Measures, interpreting various professional cost limits and standards applicable to electric power projects and providing guidance to electric power enterprises for the formulation of enterprise level cost standards.
