Shanghai Municipality Promoting the Development of Zhangjiang High-Tech Park Several Provisions

Applicability: These Provisions apply to the enterprises located in the developed areas of Zhangjiang High-Tech Park (Article 19).

Main contents: According to the Provisions, Zhangjiang High-Tech Park provides focused support to the bio-pharmaceutical industry, information industry and industries listed in the High and New Technology Products State Catalogue or specified by the municipal government (Article 6). In the park, an enterprise recognized and certified as a high technology enterprise, software enterprise, integrated circuit enterprise or high technology transformation project will be entitled to all preferential policies made available by the State and the municipality for the encouragement of technological innovation and the practical application of scientific and technological achievements and to software enterprises, integrated circuit enterprises and small- and medium-sized enterprises (Article 8). Domestic and foreign investors are encouraged to set up venture capital institutions in the park (Article 16). The Provisions also set out other measures designed to improve the regulatory and investment environment of the park. These measures include authorization of the administrative office of the park to examine and approve foreign investment projects in the park and uniform arrangement of government inspection and annual review through the administrative office of the park (Articles 4 and 11).
