Applicability: The Measures apply to the setting up of public mobile telecommunications base stations in Shanghai (Article 3). A "public mobile telecommunications base station" (hereinafter,"base station" means a wireless transceiver station that transmits information between mobile telephone terminals through a mobile switching centre within a certain radio-covered area (Article 2).

Main contents: According to the Measures, the setting up of base stations shall be subject to annual planning, which will be handled by the general office of the municipal commission for radio administration (hereinafter, the "MRAC office" in coordination with other municipal departments with reference to, among other things, the annual base station requirements of mobile telecommunications carriers (Article 7). To set up a base station under an annual plan, a mobile telecommunications carrier shall apply to the MRAC office for approval (Article 9). If the base station is to be set up on a civil building, the carrier shall enter into a compensation agreement with the owner of the building and other interested parties (Article 12). A newly set-up base station must pass the acceptance inspection by the MRAC Office and the municipal environmental protection department before it can be put into operation (Article 14). The Measures also provide that all levels of government shall protect the setting up of base stations and the security of mobile telecommunications and that no one shall obstruct the lawful setting up and maintenance of base stations by mobile telecommunications carriers (Articles 17 and 18).
